Thanks for the responses about the ex-army gear. I can understand the used stuff - it's just the new stuff - feel they should use up stores and not have obsolete stock - if it was good 5 minutes before, it's good now. Storage is pretty good, I think the canister would rust out first. As aleady mentioned, if long term storage is more realistic, get a gas detector for it, and store it close to fresh air. Ideally, in a shed next to the door - A you can easily check the detector inside of having to 'find' the bottle...
