To answer your question, this maybe due to your post count, I believe to send pm's and the like you have to have a minimum post count of 10 but I could be wrong.

Sorry I wasn't that clear I mean when you enable a post to receive notifications when a new post is made on a thread you are part of, at the moment I get emails telling me but wondered if there was a way that rather then being emailed maybe the forum had an internal message system for notifications separate to private messages. I've tried looking through the settings it might be as I'm a new user that this feature isn't enabled or simply that the forum doesn't support it.
