Maintaining the religious note, the toilet cleaner at work used the Muslim method of taking a bottle of water to the toilet, presumably drying his derrier with TP. It probably uses less paper and doesn't leave a smelly surface residue. Of course, squatting over a hole with your trousers around your ankles whilst using a bottle calls for preparation and skill. Not something I've tried!
Ahhh yes the "water method" I've had experience of this in the ladies at work, floor left sopping wet, seat sopping wet, loo bunged up with tons of paper used for drying. Not a nice experience I can tell you! Not saying everyone is that inconsiderate but certainly a lot of ladies were. Our poor cleaners had to keep cleaning up the sopping mess and unbunging the loos.

Legonaires were issued something called "Posca" (a common drink in Rome and Greece), this is normally translated as either "Sour Wine" or "Vinegar"..... So, the liquid offered was probably what the soldiers had with them. The contents of their own drinking flasks or skins.
To get back OT.
The OP was about what could be used in an extensive Event, bearing in mind that nobody (with normal means) can store enough TP to last them and their group for the rest of their lives.
I do remember reading a work of Prep-fiction in which to make the stocks of TP last as long as possible they made up a load of 'dabbers' (little flannels or towels) for the females to use for the 'short visits', these were put in a basket with a lidded bucket beside it for the soiled ones (washing them out was a daily chore). Paper was reserved for 'round the back' for as long as it lasted..... I can't remember how they dealt with the end of supply

Some time ago I worked with an old guy who served in the paras. He told us the story of being issued with a ration pack that contained three sheets of toilet paper. When one lad asked just what they were expected to do with three sheets the Sargent walked over to him and said " one up , one down and a polish!".
