I have heard of bow fishing but not crossbow fishing in the states, but I have to say the youtube vids I saw were a bit annoying because the fish were just being thrown back dead or dying, what a waste if you ain't gonna eat it or it's not a pest then why kill it?
I have a strategy, it's not written in stone, nor can it be, this scenario has too many variables, everything about it depends on those variables, being specific is not possible.

It is illegal to hunt in the UK with a crossbow.
Technically, if the bull is in the water and you're in the water then it's okay to use a harpoon or undertake a fixed bayonet charge, assuming you have that slot on your FAC. It's true, I checked on www.AskPutin.com
But you're right, it's a big no no to shoot critters with any bow.
I recently experienced Plymouth City centre so that's why I prep.
