Some years ago I read an article about the most basic kit you can carry for an emergency. Wish I could find it. It was based on what a refugee would value.
Blanket
Tarpaulin
Knife (machete was mentioned)
Cord or rope
Fire starter
Cooking vessel
Water container
Appropriate clothes for environment.

When you think in terms of an emergency, then absolutely yes not so much bugging out but if you were on a boat or doing some other activity away from home something like this to grab and go is a good idea, the only thing I could think of to improve and yet only add one more item would be a dry bag to keep it all in, that along with what you have in your pockets gives a fighting chance, far better than naked and screwed 
I have a strategy, it's not written in stone, nor can it be, this scenario has too many variables, everything about it depends on those variables, being specific is not possible.
