as a small netbook battery is round about 5ah alone my netbook uses:
4300mAh 48Whr 6 cell Lithium-ion battery
but it charges off 12v only not 5v so that scratches out the small panel and lithium battery

and been a "step up" charger your looking at 10+ ah to charge it due to the losses in stepping up voltage
at this point you might be better looking at a 24v system (or 2 12v batteries then link for charging)
as for radio charging take the common beofeng units it depends on what you have

lend them selves to usb based charging (if its comes with a usb charger chances are your sorted for this roll....
or a car charger or usb from 12v which is more efficient and easy to achive added this 1a usb and 2x 12v car socket unit to mrs andys today which cost me £1 just needs an inline switch adding

portability vs fixed
my 220 ah lead acid battery bank takes 2 adults to haul it and the solar cell is fairly big too
where as the smaller lithium and smaller panel are packable and more user friendly (unless the lithium battery catches fire then all is lost as no one at home is putting the fecker out )
but vs a larger panel you need a brighter day for it to do any good..... but more things have 12v car adaptors to buy / or already come with
its swings and roundabouts as above a really good light weight hight capacity 12v system = £2000+
