So we have a nuclear armed state on the verge of economic meltdown, a simmering internal conflict with Islamist militants and a neighbour who hates it and would love to meddle in its internal affairs?

I can’t see anything wrong with that!

Well that would be odd. The regime does have the ability to step in, and had done in the past. They acted to stop inflation in the past.

Around 1979 the regime started encouraging small scale private enterprise. This accelerated after the USSR closed down. However it brought inflation. It was the state's decisive action that stopped it.

As opposed to slumps in the past, it also does not appear that Beijing is going to step in and reverse this downward trend. Chinese President Xi Jinping has instead been preparing his people for an era of lower growth, making it clear that's what the economy can achieve in its current state, and it's also the structure he likes.
Yes, a rather odd policy decision by Xi. Maybe a tacit confession that he doesn't expect to deliver stellar growth and wants to rule as the guy that didn't go boom to bust. Or maybe he's hoping to smooth out the economic damage done by the zero-covid policy.
Perhaps he's a prepper and knows that 'growth' is not the great thing it's made out to be,

I hope all world leaders read that report ,all we hear about is growth.
Britain' don't make much anymore all we do is consume this is why our population is growing ... more consumers = more profits = dieing planet.
