My Great-Aunt used nothing but the celler steps or a slab in the pantry for most of her life (the milk was rotated by having a different stair for each day of the week)

As said a proper pantry with decent ventilation, usually a mesh window/ air bricks to allow air in/ out but not flys/ 2 or 4 legged vermin is amazingly good at keeping things cool but not letting them freeze.
If guns are outlawed then only the outlaws will have guns....

I've looked into the possibility of a root cellar but the water table is so high here there's a real danger our food would be flooded. Does anyone have a similar problem and, hopefully, tips for a solution?

Root cellars don't have to be underground....... I'll see if I can find some plans

At a slight tangent, remember that the human body does not recognise soda water as being like water. The bubbles makes the body think there is less fluid in the water it than there is. So if you want to get hydrated and in a way that seems comfortable to your body and mind, having some ability to make soda water isnt necessarily a luxury.
So, having some water filters for the brita jugs and either a sparklet based thingy or a soda stream based thingy could be useful to keep dehydration at bay in hot weather.
It can also make your iced teas really nice and fizzy too

Ive always had problems dealing with heat, even in the winter. I recommend having a good amount of salt ready, if your getting hot your gonna sweat and need to replace that salt. 500ml of water mixed with a pinch of salt and sugar is a good thing to drink when travelling, better than Lucozade. As for clothes I recommend under armour heat gear, very good quality and reasonably priced. At night sleeping on a mat instead of a bed can also help, also sleeping with windows open. Simple things like eating less fat and carbs, sleeping with legs raised, eating lighter, wearing minimal clothing and staying indoors all also add up. There are loads of things you can do, im sure google has more. This is stuff is more or less common sense.
