I have to agree that there are a number of organisations that offer excellent first aid training but I'm not so sure that there are many that give you real hands on practice on a regular basis!
Pre-hospital care on the cheap? Fudging the 8 minute target response times? Quite possibly but IMHO its worth the effort and it gives me something to do in the evenings rather than watch TV ;o)

Im a voluntary Medic responder and also train and assess community and co-responder groups.
Most responder schemes were set up primarily to provide early defibrilation for patiemts in cardiac arrest. THis is very important as even if an ambulance get to you in 8 minutes your chance of survival is very slim. Responders also provide oxygen and good cpr until a medic arrives with advanced equipment and drugs. But the most important bit is the defib and good CPR.
Their role (depending on where you live) has expanded to include treating other medical conditions and trauma and in a few schemes administering a small range of drugs.
In rural areas there help is invaluable, most teams fund raise to buy there own equipment and are extremely dedicated
