I think a crossbow is useless for self defence (air rifle too) in comparison to the options we have in the UK. (None of which should even be considered for self defence unless in the most dire situations!)
As a purely academic discussion re. crossbows:
1) It's far from immediately incapacitating.
2) It has atrocious rate of fire. Especially while moving.
3) It is not frightening - there is no "bang", there is no clear and simple cocking click to send a message.
4) Accurate range is fairly limited (subject to which one you have).
5) It is not generally deemed to allow a humane kill to be achieved which why it's unacceptable for hunting under UK law.
Though it's easy to make ammunition for it.
I think a sling shot is a more effective option (easier to carry ammo which is easily obtained) though it's slightly less accurate and less intimidating.
