Interesting idea on standardising on frequencies/channels for radio comms. I like the simplicity of the 321 idea.
Its American and group specific so the details are not 100% relevant for other countries/groups but for the UK it would be something like:
PMR446 CH3 446.05625MHz
UK FM CB Ch3 27.62125MHz
CEPT FM/SSB CB Ch3 26.985MHz
UK Business VHF high band Ch3 173.05MHz
UK Business UHF Ch3 449.475Mhz
Amateur bands are a bit different but that's why we have calling frequencies

I think the idea is a good one, thanks for sharing HBP but im having trouble hearing anyone on some bands.
As you know im still new to this ham radio stuff, & currently restricted to listening in on the small handheld Baofeng I have, but on 2M in my area all seems very quiet, is that normal ?
Ive also found a radio club not that far away that ive asked to join & will do the foundation licence with soon.
I've also ordered a J-pole wire antenna to improve my reception to see if its just the rubber duck antenna thats preventing me hearing very much.
Im hearing a lot more from the buisness end of the spectrum, & can regularly hear the private security company chatter from around the hospital in the nearest large town to me which is over 15 miles away.
I will store these frequencies for future reference & monitor them when I can to see if anyone does use them.

2 meters can be very quiet in some areas of the UK. I suspect your best bet is to listen between 145.600 and 145.762.5 which are the two metre repeater out put channels in the UK
