Im new to following gold and silver prices. Could you explain what you mean please? I.e. Is it being kept high or low. A lot of the sites say there is extraordinary high demand at the moment.

Generally it's being kept artificially low by banks and the futures markets. The demand for silver far exceeds supply and in a 'normal' marketplace that would cause the price to rise, however we haven't seen that with silver.
