You then end up with too much redundancy due to duplication, I'm assuming that you'd all be together.
Or are you asking about extended family ?
If its you, your SOP and the 2.4 all bugging out together then theres one answer.
If its one for you, one for your mother and one for your brother in Kent then theres a different answer.
And if you're one triplet and you've all done and learnt exactly the same things then theres another answer again.
So, could you tell us who the bags are for and what their skillsets are ?

Hi the bags will be for my wife and 3 young teenage kids . My plan is for all of us to stay together at our bug out location .

Right, if you're staying together (I'm assuming travelling there as well as being there) then not everyone needs everything.
I'm a reasonably fit 40-something, the last BoB I assembled weighed in at 28lbs dry (ie water containers but no water), I've since got a couple of items I was lacking so we'll call it 36lbs RTR.
For me thats no load at all, for my SOP it'd be on the heavy side.... For an average thirteen year old that would be well heavy.
Bearing in mind that there was no tent and only 72 hours of subsistence rations for one, its not a kit I'd recommend for anything other then soloing three seasons at best
You really need to work out a family kit list, divvy it up according to abilities (smallest and weakest carry least for instance) and then go through the individual bags and tweak them so they could stand alone if they had to.
ETA
I'll try and explain that a bit better.
One bag (or at the most two) should have the primary shelter(s)* but every bag should have some form of shelter in it.
Same with every other essential.
I'm one of those people who've turned away from the run-for-the-hills type BoB. If I have to Bug-out I'm either going to somewhere civilized (a mates spare room, a Travel Lodge) and coming back in a few days or its really 'It' in which case I'd be using a full INCH setup.
* Almost all five man tents are way too heavy for foot bug-out, however a couple of three man tents are lighter and cheaper as well as easier to break into 'man-loads'
