I think it's a fake. There is no chemical energy in water (http://en.wikipedia.org/wiki/Water-fuelled_car). The only way to get energy from water would be using nuclear fusion, and I'm pretty sure you can't buy one of those yet.

brown gas or hydrogen ,is given off when a elec charge is run through water . you can run a small car on it or use it to boost fuel economy in a diesel .

True but the energy needed to break the water molecules into hydrogen and oxygen needs to come from somewhere. Add in internal friction , heat etc and the net result is more energy goes in than comes out. Useful of course if one has a means of generating the electricity and can use the hydrogen to power a vehicle but as a concept a water "powered" generator is little more than a scam.

if you were to water cool it then use the water for fuel all it would take is a built in charger for a battery and your away .

It won't work due to the second law of thermodynamics as energy will be lost through the process of changing water to electricity. They work as a power booster in a car as your alternator is working all the time over charging you battery so the extra electricity is used to produce hydrogen which is fed back into the engine. I have seen this when at uni as there is a company here in Scotland that where building them and had it running on a car and I built a prototype myself but didn't have to guts to attach to my car as I needed it for work but did light the hydrogen gas. If anyone mentions the Hindenburg disaster your looking for a slap they painted the outside with what is used as rocket fuel add that to the static electricity from the storm equals boom which set fire to the hydrogen this was proved by nasa

Surely the extra power required to run the alternator at full load the whole time would use more fuel than the little hydrogen you would generate otherwise as you say you would be violating the second law of thermodynamics?
Edit sat thinking the only way this can work is if the hydrogen acts as a type of catalyst to aid the more complete combustion of the existing fuel hence increasing power or efficiency. I can't imagine how you could sensibly generate enough hydrogen to fully power an existing internal combustion engine.

Your alternator is already running so creating and wasting electricity by over charging your battery the booster is putting more fuel hydrogen and oxygen in too boost your power. Same thing happens on a cold damp night denser air makes the car run better.
