My local Council have a Compost Giveaway Day every year. Soo I went and claimed my free 50L I also got another one as my neighbour doesn't garden. It might be worth checking your local Council (not County Council) as a lot of them have these schemes. I just Googled Council Compost Giveaway and quite a few came up.

the only thing our council gives away is assets, to private companies .

The stuff our local gives away is CRAP. Its not properly composted its full of weeds and detritus...
Due to the "forced" composting methods used along with bacteria and fugus not been killed... And not left long enough or turned enough to denature what ever is in it
(there was a local radio gardening program talking about it the other year)

If you had to put up with them, I am sure you would as well, the chief exec get paid a kings ransom, £161,003 and could not run a p*ss up in a brewery. The councillors are mainly self interested T*ats and they waste money like no one business and in 11 years have turn a 6 Million surplus into a 100 million debt, and built an unneeded Multistory car park, a stainless steel sculpture in the middle of town and a shed load of other stuff that aggravates the hell out of me. Oh and the Police station is virtually in the next County Half a mile further North and it would have been.
