I think you underestimate the powers of the water bailiffs, there's a reason that zombies stick to human flesh. You don't wanna feck with the........WATER BAILIIFFS.....

So who'll be the 'rookie' water bailiff to Arnie's grizzled veteran ? No point dicking around with a tried and tested format.
Just a bit of blue sky thinking on my part, outside the box an' all that but I'm gonna suggest Tom Hardy as the sidekick with Whoopi Goldberg as the section head who's busting their balls. The director has GOT to be Jerry Bruckheimer (or Matt and Trey who do Southpark ).
I have some of the netting you describe. I use it on my strawberries in grow beds. Now, here's the thing, I also use it to keep trout from jumping out of my IBCs and I have used it to segregate fish for harvesting. I would say you could use it but it's not ideal for two reasons. It floats, so it needs to be weighted and I would say the mesh is too fine for even a slow flowing river. I would like to stress that I've not tried this in a river, as I mentioned above, I use it to segregate fish at home and in my experience a small pond pump is enough to make it unmanageable because the small mesh holes make it billow out like a parachute underwater.
In SHTF it would be better than nothing but I can think of other non-fishing nets that would work better.
