I would just use whatever goes with a lightweight fuel stove, don't mess about carrying it in a sprayer, use a purpose made fuel bottle
If guns are outlawed then only the outlaws will have guns....

You're talking about using a spray bottle full of an Accelerant to dose your tinder ?
While the idea makes sense for something like a BBQ, I wouldn't think of using it as part of my bushkit type preps.
If you're going to carry a spray bottle of fuel, you might as well just carry a bottle of fuel and a stove to burn it in (for those times you can't get a wood fire going, or don't have time to).
Otherwise why not just take more manufactured tinders (wax cotton rounds, cotton balls in petroleum jelly, fat wood, et al) and get as much firecraft practice in as possible
One last thing I will throw in, I've read on some prepper forums based across the Pond that a a few guys carry a road flare for absolute last ditch firelighting

I have a strategy, it's not written in stone, nor can it be, this scenario has too many variables, everything about it depends on those variables, being specific is not possible.

How about learning to light a fire properly in different circumstances.
Use matches lighters ferro rods to start. Don't just spray fuel on the woodpile. Check out some u tube videos of people starting fires with liquid fuels!

Painters white spirit burns well, not tried a ferro rod to light it though.

Ok 1st thing.. dont ever put accelerant onto a lit fire .. safety 1st, even diesel can flash when the liquid mists e.g caught & whipped in a breeze.
2nd thing. any solvent like IPA (Isopropyl Alcohol) or acetone etc will destroy the rubber seals on most liquid spray bottles, the correct spray bottles for solvents cost a small fortune and still fail after a year or so of use.
I go through a draper spray bottle for degreaser at £30 a time every 8 months or so.
fuel should only be carried in a fuel bottle, be prepared.. safety 1st.!! a cheap spray or plastic bottle will fail and leak flamable liquid into your kit.
I speak from painful experience of 2 months rubbing flamazine burn cream on my face following a clown thowing an accelent onto a campfire.
cleared my acne up though..
dont mean to come over all preachy.. but it needed to be said.
