The cleaners at Buck House are employed by a private company, not the palace itself.

Yes, but then what would happen about all the other cleaners everywhere else? If Buck House staff were getting a tenner an hour and the rest of the cleaners employed by private companies across the UK were still on minimum wage would be an outrcy about favouritism! It's a no win situation I reckon.
