Legal as it is use widly for animal control all over the country and it wouldnt kill the cat just a painful shock from the battery you can by elec dog collers still ect. we use elec fencing at work all of the time to keep foxes out and the pigs in
I'm dubious as to whether it's legal to fashion your own electric fence from 12v batteries...

it completely legal to make your own fences i do it all of the the time at work and we have animal vets and freedom food inpections every few months and its completely aceptible. and to keep my animals in there pens a home as its a harmless shock they get. You plug the battery onto a 12v fence energizer that pulses a shock every second around the wire and these can be picked up second hand for £20. any other questions just ask.

I think the term ‘electrocuted’ conjures up all sorts of images, but commercial electric fences are designed to be as harmless as possible. They just give out a little shock, I touched one as a kid and I can’t even remember it been that painful. Certainly they don’t do any kind of physical damage. So the chances are if your cat was to run into it on its travels you’d never even know.

Pet killed by 'electric fence'

An 11-year-old girl found her pet cat dead after a neighbour installed electrified wires to protect his flowers.

Laura Bulmer discovered the 10-month-old black cat, called Toby, with smoke still coming from its mouth after it strayed into the garden of pensioner James Pringle Smith.

The 68-year-old had installed electric wires in the garden of his Penrith, Cumbria, home to deter pets trampling on his flower beds.

Mr Pringle Smith admitted causing unnecessary suffering to an animal when he appeared before Eden magistrates.

The pensioner, who was unrepresented, told the hearing that for years he had been bothered by cats which had scratched up his garden and made a mess which smelled awful.

He said: "I thought it wouldn't harm them, but would just shock them - that's my only excuse.

Your actions were foolhardy in the extreme and could have hurt a child

"I didn't mean to kill the cat or harm it in any way."

Mr Pringle Smith said he put up a wire grid and attached it to a 12-volt battery charger, which delivered 15 amps.

But the court heard from an electrician who said a small child could have been injured if it came into contact with the wires.

The court was told the animal had probably been caught in the wires and, thinking he was under attack, had bitten the wire and suffered "quite an awful death".

There have been some good legal ways shared to stop cats doing their 'thing' on your plants. There have also been some less standard ways...
I am locking this thread before it gets out of hand. :D
