It's.not really a secret that the mod has its own phonelines and fiber buried , is it ?
Got a really good story about a jcb driver and a buried fiber duct that was dig up accidently , but caused a bit of a hoo haa.

Some mobile phone mast seem to have exhaust systems poking out the top of the ground unit so i guess they would operate in some places for a while. However if you remeber 7/2007 the londons mobile network where avalible but it was always busy if you tried to call out. So i would suspect this could be the case if something happened.
The mod use skynet 5 for mobile comms amoungst over things like iridium and ku/l band sat comms.
Hand held units like a iridium phone could be used but in my experience they are a little expensive $1500 fir the phone they need a good line of site to a satellite and can be quite unclear.

from what i remember hearing from a Mark Thomas tv programme all bt public telephone boxes will still work even under a government shut down as i think that they are classed as "cat A" (whatever that means and also they use very little power)whereas mobile networks can be shut down very quickly with very little effort, and as i belive the command dosnt need to come from the highest of high,the point was proven during the grand national a few years ago during a terrorist incident where all the networks were closed (including all the police radios which pretty much defeated the object) but dont take my word as gospel.

It might be an open secret for some. The extent may surprise you though. There are meriad stories of unwitting contractors sparking off alerts as the routes of the network are different from the public ones and tend not to appear on most records.
