In france seed companies have already been prevented by the courts from selling seeds that are not from the 'approved list.' However a way around this is that seed-clubs may sell any seed bewteen members without restriction, so any small seed company can just add 1p to the cost of a packet of seeds and call it a 'club membership fee'.
