If we're talking about a meltdown, having an FAC, explosives license and a member of the UK pyrotechnics society gives me the edge... But that's only worst case scenario and an end of the world situation I hasten to add...
The UK law takes an extremely dim view on these sorts things and even joking about it makes me nervous.
One thing though, learning about chemicals WILL give you an edge, and understanding the rudimentaries of chemical extraction and production could save your life....
