Have just read a couple of apocalyptic novels which rightly (I think anyway) depict the power struggle that can(will!) occur. The group ends up with making a decision about eviction (execution!) and the ensuing "fight" that occurs. Another problem is the ownership of arms. he group will need a "police force". There are community groups around who live off-grid and no doubt one of this forums members is one. These groups must have discussed and have plans for shtf scenarios and wondered if there is a way to get that into the discussion here?

A community will evolve as it grows. Initially the need will be for watch keepers to warn the community of approaching Threats/ Fires. As the community grows there will be a need for the development of a Policing system/ Government System.
