While I support your point that a locking knife is a safe tool I doubt that your petition will get far.
Lock knives were defined as 'fixed blades' in law by Precedent (a judge decided during a court case) rather then by Legislation (written as part of a law) and government can't alter precedent without repealing the law in question.... What politician is going to stick their neck out after .Gov has spent the last couple of decades demonising knives.
I know a couple of teenagers who were horrified that I carry a pocketknife because "thats what gangstas and chavs do!" and I'm supposed to be a nice person

Sadly I have to agreewith above. Not only is it a question of law, the police/gov are trying to clamp down on knife violence which is a big problem in some cities. With the best will in the world they are not going to make it easier for yobs to carry knives just to please a fairly small number who sign a petition.
