Taking into consideration all the things i have been reading on this site about the potential spaces for growing things when living in properties without gardening, i saw in poundstretcher this week windowsill propagators and decided to get a couple to try out. even though i have no garden access and live in an apartment its fortunate that i can fit two of these propagators in my kitchen window and if i want can also fit two in my living room window.
PLEASE TELL ME IF WHAT I PLAN TO DO MAKES SENSE
The propagator is made up of 5 x four plug trays
I purchased 4 different herbs that i use, and plan to use one of the trays to start growing one of each of the herbs, then in a few weeks plant the next few seeds and do that again a few weeks after that so i have a small rolling stock of fresh herbs which i do use just always in dry form. would that work? Also, any other types of things i could grown this way?

You may need some bigger pots to move them into once established, but still on a windowsill.
Tomatoes can be grown in pots on windowsill, the same with lettuce.

No balcony im afriad... Would herbs have to be moved into bigger pots if i was just planting small quantities to use in my cooking as soon as they grow?

Su is right. You would need to move the plants into bigger pots-only 3 inch ones mind you. However, regarding your idea, give it a go! Don't know 'til you try.

I've got a windowsill herb garden, by the looks of it it's the same length as your propagator but it's deeper (think it's about 3" maybe 4"). We have them on a southish window so they get a lot of sun and we manage to have cut and come again herbs growing most of the year. Basil seems to do very well. Our only trouble is being in the sun so much it can dry out easily if not careful. So I don't see why your idea / plan wouldn't work but you will have to re-pot. The root structures of some need to be a fairly decent length which you won't get in a seedling size pot.

Thanks, some things to think about there.. Also i am actually thinking of fitting a shelf across the window pane about half way up to utilise the space and take advantage of the amount of sunlight i get through that window

While it can't hurt and is inexpensive, go for it and let us know how it goes
