Car boot sales for clothes and toys ours were kitted out that way for many years, and it was still good after a bit of hand me down, then donated to the charity shop when we were done
I have a strategy, it's not written in stone, nor can it be, this scenario has too many variables, everything about it depends on those variables, being specific is not possible.

I speak from experience, having prepped for a little one who's now 16 months old.
Whether you're prepping to bug in or out or both, determines what you should be saving. Packs of nappies take up a lot of room, so if you have lots of room then get nappies in. I don't have lots of room so only stored a few packs of x48 a size ahead. If SHTF then I'd have a few packs to go on, a size too big but better than being the right size and little one choosing to have a growth spurt and suddenly being too big for the nappies. As little one grows you can use the stored nappies up and get the next size in etc.
Forget teething gel, doesn't work anyway. Calpol and Ibuprofen for kids is the best bet, although neither should be used too often for obvious reasons.
Ready meals is something to really think about, especially from 12 months onwards. Again, they take up room, but there's little risk of contamination and can be fed at room temperature. Our little one doesn't really like pasta and won't eat rice once it's cooled to room temperature. Not ideal if SHTF, we need to make sure she takes in food, so we have plenty of Heinz Kidz pots, which we know she will eat. We've stocked up on Ready Brek and Weetabix - cereals most babies enjoy when starting on solids right through childhood. Both just need warmed milk adding and are nutritious.
Formula is the obvious one. We have stored lots of ready made formula, which can be used at room temperature and poured straight into a bottle or beaker.
There's not really much else specifically, just the usual clothing and blankets.
I've tried to prepare for bugging in but also if a bug out if needed, there are things I can grab to go to make sure little one is sorted - ready meals, ready made formula, medicines, thick coat, thick blankets.
Most of your prepping will come as your little one develops, dependant on what formula little one takes best (if not breast feeding), how well they transition to solids and how well they cope with common illnesses.

We used washable nappies as well, not as yucky as you may think but without a washer and dryer it would be hard work post SHTF.
