All flats have it, water system been checked yearly forever but the problem is still there.

Ok, sounds like you need a certified 0.2 micron rated filter. Tap mounted, or under sink.
For comparison, personal filters like Sawyers are rated to 0.1 micron. Also bear in mind Sawyers and the like aren't designed for continuous drinking for years, they are for backpacking trips.
Neither is small enough to filter viruses. But the risk from these is negligible in tap water, even if it contains biofilm.
Also, run the tap for a minute before getting water to drink or cook with.

If anyone is interested, I have several of these (well a plastic version) I acquired. Brand new, never fitted.....
